Flash graphics stuck at 0, 0

I'm using Flash Pro CS5. I have multiple layers. Each layer consists of a graphics that fades in/out. The first 34 layers worked fine. but on the 35th layer, when I drag a graphics from the library it goes to 0, 0 no matter where I drag it on the screen. I've tried manually changing the x, y in the properties setting, but the x, y resets back to 0, 0. Anyone know how to fix this problem?
