Flash CS4 Graphics

I hope it's okay that I am asking about CS4... but here goes!

 

I've been quite confused about graphics and their timelines. I understand the difference between them and movie clips, and how graphics are parented to the main timeline. However when I make changes to a nested graphic, it doesn't appear when I play the main timeline.

 

I have a simple character, grouped as a graphic, separated into the head, torso, arms and legs, each their own graphics. So for example if I wanted to animate the head with a simple transformation, I'd double click my character, select the head graphic (single click) and tween a simple change. This shows up in the "Full Body Graphic's" timeline, but not in the main.

 

I guess my question is, am I supposed to work from the inside-out? Making eye, arm, leg, and head movements first, then moving the entire body on the main timeline?

     Or should it work in any order?
